He recalled that he personally participated in the preparation of the memorandum of Budapest – a document signed in December 1994 between Ukraine, Russia, the USA and the United Kingdom. He provides guarantees of the security of Ukraine and territorial integrity in exchange for refusing nuclear weapons.
According to Pifer, the nuclear warheads that were in Ukraine were former Soviet, not Russian.
