The former US Ambassador to Ukraine and the expert on the control of Steven Pifer said that Granell was “categorically wrong.”
He recalled that he personally participated in the preparation of the memorandum of Budapest – a document signed in December 1994 between Ukraine, Russia, the USA and the United Kingdom. He provides guarantees of the security of Ukraine and territorial integrity in exchange for refusing nuclear weapons.
According to Pifer, the nuclear warheads that were in Ukraine were former Soviet, not Russian. He emphasized that Ukraine decided to send nuclear warheads to Russia in order to destroy in many respects, because the Russian Federation pledged to respect the sovereignty and territorial integrity of Ukraine and not to use force against Ukraine.
