In Russia, they plan to introduce a digital platform that will examine the behavior of citizens on the Internet and form electronic dossiers with them under the suppression of fraud. The corresponding softness was placed by the Ministry of Digital Development of the Russian Federation at the Public Procurement Portal, writing the Moscow Times on Monday, March 17.
According to the technical assignment, the system will process up to 360 million calls, 77 million users of social networks and 10 million online transactions day -day. If the algorithms count the conversation or the weakness of the message, they can be locked up immediately. The data will come from the Ministry of Internal Affairs, Banks and Internet providers.
For monitoring, artificial intelligence will be used, which will be included at all levels of communication – from mobile operators to a special application. The system is able to study user activity, control advanced programs on devices, including banking messengers and applications, as well as identify “malicious or spy” software.
The system will also determine the location of citizens and exchange data with mobile operators, banks, Ministry of Internal Affairs, the Investigative Committee, the Prosecutor of General and RosfinMonitoring.
Communications operators are required to send information about changing SIM cards or IMEI users, and public services to the password change, contact information and attempt to enter the system.
The criterion for entering the database may be a random coordination with a fraud or a leakage of personal data. According to the central bank of the Russian Federation, in 2024, every third Russian reached the scammers, and the number of records that leaked to the network exceeded 700 million.
Experts in cybersecurity are warning that this system actually has a mass -track of mass monitoring. According to specialist Alexander Litreev, anyone can be hurt – enough to use a “forbidden” word or criticize power. Internet Protection Society Executive Director Mikhail Klimarev believes that this system will be a mechanism for combating VPN services and independent content.
