To work on the plan, experts in Ukrainian, Russian, American and Europe are involved.
Geneva Security Policy Center (GCSP) specialists have prepared a 31-page document with specific mechanisms for establishing a truce between Ukraine and Russia. The document was created with the support of the Switzerland government and published by the Geneva Center for Political Policy.
“The GCSP is in a hurry to introduce its tools to stop the fire – a comprehensive resource developed based on the conclusions made by the world’s famous experts regarding the ceasefire,” the report said.
It is noted that the document is not a plan for political negotiation of the conflict. This is a practical guide designed to help the parties, as well as the international community to see the overall stop picture.
BUFFER ZONE
It should create a 10-15-kilometer demilitarized territory, where there are no military units, or heavy weapons, or lightweight weapons. Also, this zone should be useless for drones, except used by international organizations.

7.5 km from the stopping line – for all troops (a standard buffer zone 15 km);

50 km – for caliber artillery 100 mm or more;

75 km – for volley systems (MLR);

At 150 km -For long -range tornado -S, hurricane, tornado and tactical missile systems.
Separately standing, it was suggested to end an agreement between Russia and the USA or between NATO and Russia on the restriction of the placement of cruise missiles and medium -range missiles.
To control the observation of a truce, two options are offered:

15,000 international observers will be shared along with sectors along the buffer zone;

Civil monitoring of 5,000 people whose protection will provide 10,000 foreign military to the UN Mandate.
Ukraine and Russia, along with the participation of international observers, should create a commission that will exchange prisoners, cleanse territories and association of humane corridors.
It has been noted that representatives of Ukraine, Russia, USA and EU have participated in the preparation of the document.
Remember, according to the Financial Times, Ukraine wants to offer Russia a slight stop in the sky and the water in hopes that developing negotiations will force the United States to continue the support of the military and exchange intelligence information.
