Pezeshkian and the delegation arrived at the Kremlin on time, but he was informed that Putin was not ready for the meeting. The Iranian leader decided to go to a hotel instead of waiting in the waiting room. He then returned to the Kremlin for negotiations, which were delayed for about an hour.
During the visit, a strategic partnership agreement was signed between Iran and Russia. The agreement provides for enhanced defense and security cooperation, but contains no military obligations. In this context, Putin emphasized the difference between the document and the agreement between Russia and North Korea, which provides for military obligations.
