The Ministry of Defense has announced that men of military age between the ages of 18 and 60 are not allowed to leave the region in which they live without prior permission from the administration. Armed forcess, referring to martial law in place since the start of the Russian invasion in February.
The order, based on a 1992 law, would require men to contact local military authorities if they want to move to parts of the country other than their usual place of residence. According to an official note posted on Facebook, the permit will be limited to 30 days a year.
“If a person moves within the region (…), then permission is not needed. That is, when leaving, for example, from the Kyiv region to Kyiv, it is not necessary,” explained Colonel of the General Staff Alexander Klis, who does not believe that the measure will affect many .
The authorities, in principle, could establish control over the application of this rule, although it remains to be seen how they will be applied, since since the beginning of the Russian offensive there are already people who have moved to safer areas of the country and who, therefore, they do not live there where they are registered.
By law, men were already prohibited from leaving Ukraine, as evidenced by the refugees, who were mostly women and children. However, according to the DPA news agency, Ukrainian authorities routinely intercept men who want to leave the border.
Zelensky was not notified about the law
The measure caused “misunderstanding” in part of the Ukrainian society, with which the President of the country, Vladimir Zelenskywent out to instruct the Ministry of Defense and the General Staff to give him all the details at a meeting on Wednesday.
“I ask that the General Staff not make such decisions without me in the future,” Zelensky said, who in his usual evening speech promised the Ukrainians to “reconcile” with this decision.
