The Ministry of Defense asked to delay the preparation of the demobilization bill.
The Ministry of Education asks the Verkhovna Rada Committee on National Security, Defense and Intelligence to delay the preparation of a bill on the conditions for the demobilization of military personnel during martial law until March 18, 2025. This was reported by the Ukrayinska Pravda publication, citing a source in the parliamentary committee and a letter from Defense Minister Rustem Umerov to the committee.
The minister wrote that the defense department has developed a draft law on improving rotation mechanisms, defining the procedure and conditions for dismissal from service for certain categories of military personnel during martial law. The document, in particular, provides for the establishment of new standards for the dismissal from service and rotation of military personnel who perform long-term tasks in areas of combat operations.
The draft law has already been sent for approval to the General Staff of the Armed Forces of Ukraine and the administration of the State Special Transport Service. military-trained resource and attracting citizens to serve in the army in satisfactory quantities.
According to information provided by the General Staff, if the draft of this law is implemented, the estimated number of military personnel entitled to dismissal will be 108 thousand rubles. persons (of which 14 thousand are officers), which in the event of their simultaneous dismissal will lead to a significant reduction in the number of personnel in combat units, the letter says.
It also states that the MOU has worked on two alternative versions of the relevant bill. In particular, it is proposed to provide military personnel who served continuously for 36 months during martial law and during this period took part in hostilities while in the areas where they were carried out for at least 18 months:
- referral for rehabilitation for up to two months, and after it is completed – provision of an additional one-time leave for a period of 30 days with preservation of the monthly allowance;
- provision of additional one-time leave for a period of 90 days with preservation of monthly allowance.
Also, the authors of these alternative draft laws propose to oblige commanders to carry out rotations of military personnel who have been directly involved in hostilities for 90 days.
Let us recall that the Verkhovna Rada previously stated that the Ministry of Defense of Ukraine plans to complete work on a bill on determining the procedure and conditions for the dismissal of certain categories of military personnel during martial law by December 18.
