In Ukraine, there was a major disruption in the operation of state registries and services of Ukraine. Because of this, some services in the Diya application also did not work, and banks experienced problems.
A Russian cyber attack on December 19 made it difficult for Ukrainian banks to open new accounts and issue loans. The National Bank of Ukraine (NBU) announced this on Sunday, December 22, writes Interfax-Ukraine.
“This cyber attack does not affect the work of the National Bank. All the information systems of the National Bank are working and continue to work as normal. At the same time, the inaccessibility of some state registers in a certain way affects the work of banks in particular, their opening of new accounts and the issuance of new loans, – reported the NBU.
The regulator recalled that at the beginning of the full invasion, state registers were also unavailable. At that time, the National Bank prepared explanations for banks that allowed them to continue operating under conditions of limited access to registers. A similar letter is currently in the works.
It is known that on December 19, the Ministry of Justice of Ukraine recorded a major failure in the network infrastructure serving state registries. Subsequently, Deputy Prime Minister Olga Stefanishina said that the cause was a Russian cyber attack aimed at disrupting the operation of critical infrastructure.
Registrations are temporarily suspended. The restoration of priority systems, such as the State Register of Civil Status of Citizens, the Unified Register of Legal Entities and Individual Entrepreneurs and the Register of Rights to Real Estate is planned for two weeks.
Due to a technical glitch in the operation of state registries, the service centers of the Ministry of Internal Affairs temporarily suspended the provision of some services related to the change of ownership of vehicles.
