The Ministry of Energy has updated instructions on hourly power outage schedules. The changes will ensure equal and fair distribution of available power to consumers. The press service of the Ministry of Energy reported this on Friday, December 6.
The corresponding order No. 439 took effect on December 3, 2024.
The updated mechanism involves drawing up schedules twice a year – after summer and winter consumption measurements. The schedules must include at least 75% of the maximum power consumption and be distributed among 6 equal queues with sub-queues. This will allow you to evenly distribute the load and reduce the number of disconnected consumers.
For the duration of martial law and 12 months thereafter, the following rules will apply:

the maximum duration of a shutdown is up to 6 hours with a deviation of no more than one hour;

power supply after shutdown must continue for at least 2 hours;

the transfer time should not exceed 30 minutes.
The schedules do not include critical facilities that receive priority energy supply. All life support facilities for settlements will be considered separately.
By unifying, the new rules will make closures more predictable and uniform across the country. Distribution system operators are already working to adapt their schedules to meet the new requirements.
Ukrenergo recalled that the reason for the temporary introduction of restrictions was damage to energy facilities during a massive missile and drone attack on November 28.
Earlier, the Ministry of Energy said that most of the energy facilities in Ukraine are provided with the “second level” of protection, which allows minimizing the consequences of possible attacks.
