The order of the Ministry of Culture dated December 6 states that ICSC changed the state institution “Scientific Center for Tourism Development” to “Center for Strategic Communications and Information Security.”
Political consultant Sergei Bykov was appointed acting director of the Center. According to him, the first step in the newly created structure is the audit of the work for the previous period. He added that the general direction of the Center’s work does not change, because “it is determined by our strategy.”
“We need to finally formulate an effective “one voice” policy, so that everyone understands what the government is doing, why the government is doing something, so that the government is understood by the people, by civil society, so that it is open – all this is the main purpose of the work of the Center.” , – said Bykov in a comment to Media Detector.
The existing Center for Strategic Communications and Information Security, now headed by Igor Solovey, is “one of the editorial offices of Ukrinform,” said Sergei Bykov.
Before heading the Center for Strategic Communications and Information Security, Bykov worked as a spokesman at the Ministry of Youth and Sports until November of this year. He himself founded the public organization INPOLIT and positioned himself as a political scientist and political consultant. He then said that he was not cooperating with the NGO.
Bykov participated in the development of Yulia Tymoshenko’s “new constitution” and supported Medvedchuk’s “peace plan” to resolve the conflict in Donbass in 2016.
