Men who are citizens of Ukraine can obtain a passport only if they have a military registration document. This applies to both those within the country and those abroad.
Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets said this in response to questions from journalists, reports “Public”.
There is a procedure based on which, in order to obtain a passport of a citizen of Ukraine, you need to have an exclusive list of documents, including in this list of documents there is a document on military registration,” Lubinets noted. — I personally went through this, many men who are physically in Ukraine and abroad go through this.
He stressed that all citizens of Ukraine, regardless of where they are, must comply with the laws of Ukraine. “There cannot be any other approach” because it would be discriminatory, the ombudsman notes.

Earlier today, the publication “Forensic-Legal Gazette” reported that passport services abroad are massively refusing 18-year-old men, for whom there is no entry in the Oberig Registry of Conscripts, to accept documents for issuing or exchanging a passport of a citizen of Ukraine and an international passport. In particular, for those who left before 2022 to study or after the start of a full-scale invasion, and accordingly did not have time to physically register with the TCC.
