The Kremlin has instructed governors to create an image among Russians of victory in the war with Ukraine.

According to the publication’s interlocutors, this topic became one of the main topics at a seminar for vice-governors at the Senezh Management Workshop near Moscow.
The Russian Presidential Administration believes that future results of the war should be regarded by Russians as a victory, but it is already clear that they will not suit the “angry patriots” and “liberals.”
Therefore, the Kremlin proposes to rely on a “quiet majority”, which will be sufficient for the “denazification” and “demilitarization” of Ukraine, as well as the seizure of four Ukrainian regions. Officials need to “preserve and expand this majority,” the material says.
The governors were also instructed to work with the surviving occupiers, who “have difficulty finding the same salaries as in the war” and may “join protest movements or crime.”
