The export security regime for export operations of certain types of goods began to operate on December 1, 2024. This was reported by the press service of the State Customs Service.
The provisions of the laws of Ukraine dated May 9, 2024 No. 3706-IX “On amendments to the Tax Code of Ukraine and other laws of Ukraine on the details of the export of certain types of goods during martial law” and No. 3707-IX “On the introduction of amendments to the Customs Code of Ukraine on the details of the export of certain types of goods during martial law”, establishing the details of conducting operations for the export of certain types of products within the framework of the introduction of an export security regime.
The list of products includes natural honey, walnuts in shells, walnuts without shells, wheat and mixtures of wheat and rye (meslin), rye, barley, oats, corn, soybeans, rapeseed or colza seeds, sunflower seeds and rapeseed, cake and other solid waste and residues.
At the same time, the export security regime does not apply to export operations, in particular: commercial vehicles exported as stocks in accordance with Art. 229 Customs Code; included in product subcategories 1001 91 10 00, 1002 10 00 00, 1003 10 00 00, 1004 10 00 00, 1005 10 13 00, 1005 10 100 00 10 125 00 1205 10 10 00, 1206 00 10 00 according to UKVED; added value carried out by taxpayers, accompanied by a phytosanitary certificate issued taking into account the provisions of paragraphs 1-5 of Section IX “On Plant Quarantine”; exported as humanitarian aid from Ukraine.
In particular, clause 9-35 of Section XXI “Final and Transitional Provisions” of the Customs Code of Ukraine will come into force, establishing an additional list of grounds for refusing customs clearance of certain goods, control over which is assigned at customs. authorities.
“From this date, according to the periodic customs declarations completed before November 30, 2024 including, the execution of orders for the loading of certain goods on sea vessels of foreign navigation and/or the passage of some goods outside the customs territory of Ukraine are not allowed,” the department emphasized.
Let’s recall that during the eight months of 2024, Ukraine increased foreign exchange export earnings by 15%.
It was also noted that Ukraine has returned to the top twenty largest steel producers in the world. During the eight months of 2024, production increased by 30.7% year-on-year, to 5.27 million tons.
