The Main Intelligence Directorate confirmed that Russia has developed a document with a forecast of the development of the military-political situation in the world until 2045, which provides for a plan for dividing the territory of Ukraine into three parts.
The document provides for the establishment of a pro-Russian or “neutral” government in Kyiv, which would guarantee Ukraine’s refusal to join NATO. Deputy head of the Main Intelligence Directorate Vadim Skibitsky stated this in a commentary to the Interfax-Ukraine agency.
According to him, the Main Intelligence Directorate is familiar with this document – it was prepared by the Ministry of Defense and the General Staff of the Russian Armed Forces around December last year.
This document forms the basis for long-term defense planning for a certain period of time for at least 10 years. In particular, this document was developed for the period 2026-2035 with a perspective until 2045,” said Skibitsky
According to him, what is set out in the document concerns the further development of the situation at the global and regional levels, and, accordingly, the threats that Russia sees for itself that the future security environment poses.
Skibitsky emphasized that during his speech at the annual YES meeting, the head of the Main Intelligence Directorate, Kirill Budanov, voiced some elements of this document:
- in particular, Budanov noted that Russia will try to “resolve” the issue of Ukraine before 2026, which is “written in this Russian document”;
- the Main Intelligence Directorate explains that this is due to the fact that a further long-term war will affect all aspects of the lives of Russians – economic, demographic, image, etc.
About the possible division of Ukraine. Undoubtedly, Russia’s strategic goal remains the complete occupation of our state,” he noted.
Skibitsky emphasized that in order to have powerful economic, demographic, territorial and military potential, Russian dictator Vladimir Putin needs all of Ukraine.
And this scenario for further development with a possible division of the territory is not even relevant for 2035-45. It will already be relevant in the near future, for 2026, and maybe earlier,” Skibitsky explained. — You have heard Putin’s statements regarding the Ukrainian territories. He is already saying that Lugansk, Donetsk, Kherson, Zaporozhye regions and Crimea are supposedly Russian territories according to their constitution.
And the published map already shows that Russians perceive the occupied Ukrainian territories as new Russian territories,” he added.
The Main Intelligence Directorate confirmed that the document also spells out a distribution that provides for the establishment in Kyiv of a pro-Russian government or a necessarily “neutral” one, that is, without the country joining NATO.

Answering the question whether the Russians could really try to transfer these documents through other countries to the United States, Skibitsky said that there is such a threat. According to him, there is no information yet that this document could have been transferred somewhere, but this cannot be ruled out.
Earlier, Interfax-Ukraine, citing sources in the Ukrainian intelligence community, reported that the Russian Ministry of Defense was preparing a corresponding document, with the help of which Russia will try to promote the idea of eliminating the political subjectivity of Ukraine and dividing its territory into three parts:
- one of them – as part of the fully and partially occupied regions of Ukraine – will insist on inclusion in its composition;
- the second, which the document calls a “pro-Russian state entity” and includes Kyiv, provides for the formation of a state entity with a pro-Russian government and a Russian military presence;
- the third appears in the document under the name “disputed territories” and includes the western regions of Ukraine. The Kremlin believes that their future can be decided between the Russian Federation and other neighboring states – Hungary, Poland, Romania.
