Energy: fuel discount, tariff protection and transport bonus
The government has decided to extend the 18-cent fuel discount (in mainland France), which was introduced on April 1, at least until the end of August. About 3 billion euros have been budgeted for the period from April to June, which must therefore be supplemented to make changes to the financial law.
The government has paved the way for parliamentary discussions to extend until the end of the year and a new one “Employment fuel allowance”means-tested, aimed at workers and trainees who use their car to commute.
An extension of the “tariff shield” (electricity and gas price limit) until the end of the year is also recorded.

Basic pensions and social benefits
Retirement and disability pensions under the main schemes will increase by 4 percent from July 1. This increase, combined with growth slightly above 1% in January, is approaching the level of inflation, which reached 5.8% in June.
Family benefits and the social minimum, namely the active solidarity income (RSA), the disabled adult’s allowance (AAA) and the elderly solidarity allowance (Aspa) will also be increased by 4%. A part of these social benefits was already increased by 1.8% in April.

Additional measures were also announced, such as a 7 percent increase in the state’s participation in collective food financing.
food inspection
Nine million households will be paid a €100 food check, plus €50 for each dependent child. In 2020, during the Covid-19 crisis, a similar bonus of €150 per adult and €100 per child applied to fewer than 4 million households.
Prime Minister Macron
The ceiling on the exclusive tax-free and desocialized purchasing power bonus, known as the Macron bonus, will be tripled. Thus, companies will be able to pay up to €3,000 to their employees, and even up to €6,000 to those who have set up a profit-sharing or participation scheme. In 2021, the average level paid per employee was just €506 per 1,000 authorized, according to the Ministry of Public Accounts.
Independents
It is planned to reduce the contributions of the self-employed. This measure, which is aimed at ensuring more fairness between the contributions of employees and the self-employed, should allow the latter to earn 550 euros per year at the minimum wage level.
Rents
The benchmark rental index will increase by 3.5% in July and then remain at this level for a year, in what the government has presented as a compromise between the interests of renters and landlords. Individual housing allowance (APL) will also increase by 3.5%.
