A bill on the liquidation of medical and social expert commissions was submitted to the Verkhovna Rada.
Draft Law No. 12178, which was prepared by the Cabinet of Ministers of Ukraine, has already been submitted to the Committee on National Health, Medical Care and Medical Insurance. This was reported on the parliament’s website.
The authors of the law propose to replace the system of medical and social examination with an assessment of the daily functioning of the individual, which will contribute to a more effective passage of the medical examination.
It is also proposed to establish that the assessment of the daily functioning of the individual occurs by appropriate expert commissions, which are formed in health care institutions.
The law should establish a list of functions of expert commissions. In particular, these will include establishing a disability group, referring a person for additional examination, planning and conducting a repeat examination.
The explanatory note to the bill states that the current MSEC system appeared even before Ukraine gained independence and does not meet either modern challenges or current approaches to establishing disability adopted in the world.
Let us recall that on November 1, the government approved the bill “On Amendments to Certain Laws of Ukraine on the Introduction of Assessment of Daily Personal Functioning,” which, from January 1, 2025, will replace MSEC with teams of medical practitioners.
