The Main Intelligence Directorate of the Ministry of Defense of Ukraine has launched the War&Sanctions website, where it publishes the data of dozens of ship captains who transport stolen Ukrainian grain, weapons for the aggressor army and help Russia circumvent sanctions.
Ship captains have all the information about the cargo and its owner, are responsible for disabling/manipulating the AIS system, STS transmission with sanctioned ships and cargo, measures in the closed ports of aggressor countries, TOT of Ukraine, entering false information into the log of routes, moorings of watercraft. They do this voluntarily, having the opportunity to refuse illegal actions,” the GUR notes.
The following sections are also planned to be launched on the site in the near future:
- aircraft;
- ports;
- airports.
In addition, a similar resource on oil carriers should appear.
Having made this information public, the GUR called for:
- impose sanctions on vessels listed on the website, as well as on companies and individuals associated with them;
- prohibit the entry of such vessels into ports, territorial waters, free economic zones and international straits, and the sale of spare parts for them;
- apply secondary sanctions against companies and persons cooperating with such courts and companies.
Also, among the actions that need to be taken, the GUR indicates:
- a ban on ship-to-ship operations with Russian fossil fuels in territorial waters and SEZs;
- requiring proof of P&I insurance coverage (capitalized and with an independent credit rating) for all oil tankers entering ports, territorial waters, SEZs and international straits;
- block passage for violators and ensure compliance with environmental and safety requirements for tankers entering territorial waters, SEZs and international straits;
- When receiving insurance and other services, it is necessary to have bank statements to confirm that the price cap has been met;
- involve financial and specialized institutions in the collection of evidence;
- make the results of investigations public, apply real penalties, including significant fines;
- ban the sale of used tankers to the “owning states” of the shadow fleet, apply secondary sanctions to those who violate the ban;
- stop registering ships that systematically carry out dark activities at sea;
- share information and synchronize efforts with other countries.
