Russia is transferring technology for nuclear weapons and submarine missile launch systems in exchange for North Korean missiles and people.
The head of the Main Intelligence Directorate of the Ministry of Defense, Kirill Budanov, said this in a commentary to The Economist. According to him, this exchange is taking place within the framework of a mutual assistance agreement signed in June 2024. Budanov also added that Russia receives 2.8 million shells a year from the DPRK.
North Korean soldiers are being trained at 4 training grounds in the Khabarovsk Territory and the Russian Far East. In particular, they plan to transfer 2.6 thousand soldiers to the Kursk region.
On October 22, it became known that the permanent representative of South Korea in the UN Security Council, Jonkuk Hwang, also has the same opinion: Russia can pay from the DPRK for the participation of its soldiers in the war against Ukraine with nuclear technology.

These could also be technologies related to nuclear weapons,” said South Korea’s permanent representative to the UN Security Council, Jonkuk Hwang, suggesting that Pyongyang will soon become an “active participant” in Russia’s war against Ukraine.
According to Budanov, the first North Korean troops are expected to arrive in the Kursk region on October 23. They will help protect the Kursk region from the Ukrainian Armed Forces. He noted that it is unknown how many there will be and how they will be equipped.
