Five points
The first point is geopolitical: inviting Ukraine to NATO now.
The second point is defense: continuation of operations on the territory of Russia and removal of restrictions on strikes on its territory, joint destruction of Russian aviation with partners, expansion of the use of drones and missiles, and -access to allied intelligence. This item also has a secret application. Zelensky called it the return of war on Russian territory.
The third point is deterrence: Ukraine proposes to place on its territory a certain non-nuclear strategic deterrence package, which would be sufficient to protect against any military threat from Russia. The fourth point is the development of the economic potential of Ukraine and the strengthening of sanctions (there is a secret annex transferred to the USA and the EU).
The fifth point is designed for the post-war period: after the war, the Ukrainian military will use their experience to strengthen the defense of NATO and Europe, the Ukrainian military will be able to replace part of the American contingent in Europe.
Reaction to the plan
Russian dictator Dmitry Peskov’s press secretary called Zelensky’s plan “ephemeral.”
US Ambassador to NATO Julian Smith said the Alliance has no plans to invite Ukraine to join in the near future. According to the diplomat, NATO’s position regarding Ukraine’s future membership in the Alliance is “very clear.”
“We said this summer at the 75th anniversary of the NATO summit in Washington that Ukraine is on an irreversible path to membership and will become a member of the Alliance. Now we are not at the stage where the Alliance is discussing the extension of a invitation to Ukraine in the short term,” the ambassador said at a briefing before the meeting of NATO defense ministers in Brussels.
Earlier, the Ukrainian Ambassador to NATO, Natalya Galibarenko, said that Ukraine, through diplomatic channels, is asking for an invitation to the Alliance even before Joe Biden leaves the post of US President.
“We have noticed this plan, we will discuss some aspects of it, on many issues we need to deepen our understanding, we will have a dialogue behind closed doors, and I cannot now say that we fully support all its points, ” NATO Secretary General Mark Rutte said at a press conference at the alliance’s headquarters in Brussels.
Pressure on Russia
The essence of Zelensky’s plan is an offer to Western partners, said political scientist Vladimir Fesenko.

The positive of this plan is that it is comprehensive – it covers different directions of this pressure, different’ t other proposals for what needs to be done. The main thing is the emphasis on the fact that the West, in the end, must show strength – both in supporting Ukraine and, most importantly, in putting pressure on Putin. This is what I see as the main importance of this plan,” Fesenko believes.
