The Cabinet of Ministers, on the proposal of Defense Minister Rustem Umerov, appointed two of his deputies.
The press service of the Ministry of Defense reported this today, October 11.
41-year-old Sergei Boev was appointed to the post of Deputy Minister of Defense for European Integration.
Before this, Boev worked as Deputy Minister for Strategic Industries of Ukraine. In the period from 2016 to 2022, he held senior positions at NJSC Naftogaz of Ukraine and JSC Ukrgazvydobuvannya.
Previously, Boev worked in leading international banking institutions, as well as in the consulting company The Boston Consulting Group, which provided him with significant experience in the field of finance and management, the Ministry of Defense noted.
It is noted that Boev has a bachelor’s degree in international economics, which he received from the Kiev National Economic University named after Vadim Getman, as well as a master’s degree in business administration, which he received from the Wharton Business School of the University of Pennsylvania (USA).
Brigadier General of Justice Sergei Melnik was also appointed Deputy Minister of Defense.
Melnik was born in 1977 in Vinnytsia region. In 1999 he graduated from the Kharkov Military University, in 2009 he received a second higher education.
Since 1999, he served in various positions in air defense combat brigades.
Since November 2019, he served as head of the Military Law Institute of the National Law University named after Yaroslav the Wise.
In 2022, he successfully completed courses for strategic level senior management (L-4) at the National Defense University of Ukraine.
From the beginning of the full-scale invasion, he led the defense of the city of Kharkov.
The newly appointed Deputy Minister is a Doctor of Law, a professor of military law, an Honored Education Worker of Ukraine and a laureate of the State Prize of Ukraine in the field of education, the Ministry of Defense noted.
In addition, at the request of Umerov, the Cabinet of Ministers dismissed Deputy Minister of Defense Alexander Balanuta from the post of Deputy Minister of Defense.
Rustem Umerov thanked Balanuka for his work and his contribution to the work of the ministry. In the future, he will continue his diplomatic career,” the department said. — Alexander Balanuta was appointed to the position on May 17, 2024 and was responsible for the direction of European integration.
