The HACS Appeals Chamber upheld the whistleblower’s appeal and awarded a fee of 1.68 million UAH.
The National Agency for the Prevention of Corruption (NACP) for the first time paid a corruption whistleblower in the amount of UAH 1.68 million. This is reported by the NAPC press service.
It was noted that the whistleblower is an active serviceman who held the position of director of the internal audit department of the Ministry of Defense in 2020-2021.
In 2021, he filed a statement with NABU, in which he reported that he was offered a bribe of UAH 24 million for actions in favor of the company. It is about attracting specialists to conduct an unscheduled audit of the implementation of a government contract. The audit team had to draw up a positive audit report about the completeness, quality and compliance of the work performed in terms of the contract. This allowed the company to receive UAH 400 million for the construction of a special facility and qualify for future contracts with the Ministry of Defense.
NABU registered criminal proceedings and in March 2023, the High Anti-Corruption Court (HACC) issued a sentence in this case: 4.5 years in prison for the former deputy head of one of the departments of the Ministry of Defense.
At the same time, the court refused to pay compensation to the whistleblower, who motivated the decision by the fact that he officially reported the discovered crime as part of the exercise of his official power, and therefore had no right to compensation.
The whistleblower appealed this decision, and at the end of 2023, the HACC Appeals Chamber upheld his appeal and awarded compensation, which at the time amounted to UAH 1.68 million.
