In total, this quarter of Ukraine should fulfill nine indicators of the Plan, of which eight have been successfully completed. The last indicator is in the final stages of implementation.
The Cabinet of Ministers adopted the Demographic Development Strategy until 2040 and signed the terms of reference for the development of an information system to ensure the performance of NEURC’s duties. These are two more indicators of the implementation of Ukraine’s Plan for the implementation of the initiative of the Ukraine Facility of the European Union, the press service of the Ministry of Economy reported on Wednesday, October 2.
The First Deputy Minister of Economy of Ukraine Alexey Sobolev noted that two more important indicators of the Ukraine Plan within the Ukraine Facility were adopted this week. They are aimed at improving the situation in priority sectors for the state: energy and human capital.
The demographic strategy of Ukraine for the period until 2040 specifies specific measures to solve the main problems in the area of human capital:

improving the situation in the field of fertility;

reducing the premature mortality rate;

overcoming negative migration trends, in particular, by returning Ukrainians from abroad;

activation of the maximum number of citizens who can work in the labor market;

promoting active longevity;

creation of infrastructure and security requirements to improve the demographic situation.
While the agreed technical work for the development of an information system to ensure the functioning of the regulator will make it possible to build the system in such a way that it is possible to integrate it with the systems of market operators, insider information platforms, transfers of data. administrators and identify information indicating the presence of abuse.
The technical challenge is part of an indicator regarding the regulation of REMIT – a set of European rules and practices aimed at preventing abuse in the wholesale energy markets, and providing accountability for the manipulation of participants in these. This part of the indicator is an important part of the electricity market reform aimed at integrating Ukraine into the EU energy market and ensuring the effective functioning of internal energy markets.

Let’s recall that on February 1, EU leaders at a summit in Brussels agreed on a €50 billion support program for Ukraine called the Ukraine Facility. It is designed for the period of 2024-2027. A week ago, Ukraine received another tranche of 4.2 billion euros from the EU.
It is assumed that additional funding for the Ukraine Facility will depend on Kiev’s implementation of the Ukraine Plan.
