Against the backdrop of an incident involving child abuse in a rehabilitation center in the Lviv region in Ukraine, all establishments where children live will be checked.
According to the Minister of Social Policy Oksana Zholnovich, a special questionnaire has already been developed in order not to hurt the feelings of children and in an “ecological way” to check all possible facts of violence or violation of their rights.
Ombudsman Dmitry Lubinets says that the pupils of the center complained about the director of the institution, who harassed female teachers, publicly humiliated them, threatened to beat them, and also to place them in a mental hospital for “bad behavior” or violation of the daily routine.
Children also complained that they were systematically told: “Nobody needs you,” “Your parents are drunks,” “You’re sick,” “Nothing good will come of you.”
Shockingly, over the course of a year, children and others on their behalf made complaints to the National Police, the local children’s service and the department of education, but received no response. On the contrary, for every complaint about the conditions of detention or the behavior of the employees of the establishment, they received beatings with sticks and humiliation,” says Lubinets.
After the situation was brought to the attention of the Ombudsman’s Office, the police began an investigation into sexual abuse of a child.
Now all the children who gave evidence have been transferred from the center to other institutions. As a result of the reaction – open criminal proceedings, in particular, under Part 3 of Art. 153 of the Criminal Code of Ukraine: “sexual violence against a minor.”
