Violence against children occurred in a training and rehabilitation center in the Lviv region.
In this institution, children were systematically abused – mentally and physically. This educational and rehabilitation center accommodates the most vulnerable categories of children: orphans, children deprived of parental care, children in difficult life circumstances, and children with special educational needs. The children themselves spoke about this, said Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets.
According to his information, the director of the center wooed the female teachers of the institution, publicly humiliated them, and also threatened to beat them and place them in a mental hospital for “bad behavior” or violation of the daily routine.
Also, pupils of the institution complained that they were systematically told: “Nobody needs you,” “Your parents are drunks,” “You are sick,” “Nothing good will come of you.”
Lubinets said that during the year, children and other persons on their behalf filed complaints with the police, the local children’s service and the education department, but they did not respond. After each such complaint, the children were punished – beaten with sticks and humiliated.
Representatives of the Ombudsman called police and prosecutors to the center and forced them to begin documenting the facts of the violation. Currently, criminal proceedings have been initiated under Part 3 of Art. 153 (sexual violence against a minor) of the Criminal Code of Ukraine.
At the same time, the National Police denies that law enforcement officers did not respond to the appeal of the center’s students. They stated that they did not receive any appeals in 2024.
All children who testified have been removed from the facility and are safe.
Let us remind you that the Ukrainian Ombudsman reported that in the Transcarpathian region a woman said that her father was illegally detained by employees of the TCC and SP. In her appeal, she indicated that the man was beaten and this led to his death.
