The drone’s flight path indicates that Russia was attempting to simulate an attack on a nuclear power plant. The drone abruptly deviated from its initial trajectory toward the plant, approached the industrial site, and then turned to its exit trajectory, Energoatlma says.

On September 21, the Ukrainian Foreign Ministry and intelligence service announced that the Kremlin was preparing strikes on critical nuclear energy facilities in Ukraine ahead of winter.
According to Ukrainian intelligence, in particular, this concerns open switchgear of nuclear power plants and transmission substations, which are critical for the safe operation of nuclear energy, wrote the head of the Ministry of Foreign Affairs of Ukraine Andriy Sybiga on the X network:
The destruction of these objects creates a high risk of a nuclear incident that will have global consequences. The Ukrainian special services have already passed on the relevant information to their partners. The IAEA has also been informed.
Sybiga thanked the IAEA for expanding missions at a number of energy facilities in Ukraine and asked the Agency and partner countries to implement the agreements as quickly as possible: “We call on all international organizations and states that respect the UN Charter to prevent the terrorist country scenario. We also call for ensuring a permanent expanded presence of missions at all suitable facilities.”
