Large-scale corruption was exposed by law enforcement officers in the Dnepropetrovsk Regional Police Department.
The former head of the Dnipropetrovsk regional military administration was suspected of possible abuses during road repairs. The investigation found that the damage to the territorial community reached more than 286 million hryvnia. This was reported by the Anti-Corruption Bureau and SAP.
Also under suspicion:
- Deputy Head of the Dnepropetrovsk Regional Administration;
- Head of Department of Dnepropetrovsk OVA;
- to the head of the road management department of the Dnepropetrovsk Department of Internal Affairs;
- head of a business entity.
Law enforcement officers established that in 2022, the defendants entered into contracts for the operational maintenance of roads instead of their major repairs. Such a replacement was supposed to ensure priority provision of funding. However, expenses for current and major repairs of roads under martial law were possible only as a last resort.
It also turned out that the defendants had unreasonably increased the costs of such maintenance to UAH 1.5 billion. It was with these funds that they entered into contracts with the company, which was then associated with the head of the OVA. And the contractor company inflated the cost of materials by more than UAH 286 million.
Part of the money was transferred to the accounts of other companies associated with the top official and his deputy.
NABU and SAP did not disclose the name of the main defendant, but indicated the position as of 2022. The chairman of the Dnipropetrovsk OVA from March 2015 to June 2019 and from December 2020 to January 2023 was Valentyn Reznicenko.
Let us recall that in August, NABU and SAP detained the head of Kharkivoblenergo and his accomplice for embezzling more than UAH 12.5 million and attempting to embezzle another UAH 120 million. The criminals wanted to appropriate this money when purchasing transformer and measuring equipment.
