Mongolia did not comply with the ICC’s arrest warrant for Putin because of the country’s dependence on Russian energy.
Mongolia cannot arrest Russian leader Vladimir Putin, despite a warrant from the International Criminal Court, because the country is almost entirely dependent on energy imports from the Russian Federation. This was stated in a statement from Mongolia to Politico.
According to the Mongolian government spokesperson, Mongolia imports 95% of its petroleum products and more than 20% of its electricity from Russia.
“This supply is critical to ensure our existence and the existence of our people,” he said.
Mongolia also emphasized that it has “always followed a policy of neutrality in diplomatic relations.”
Let’s recall that Putin’s visit to Mongolia on September 3 was the first visit to a state party to the Rome Statute of the ICC after the court issued a warrant for his arrest in March 2023.
