The draft law provides for a transparent competition for the head of the State Customs Service, his political independence, recertification of all employees, salary increases, etc.
If the Verkhovna Rada passes the law, Ukraine will fulfill three structural beacons from the International Monetary Fund, the World Bank and the United States at once. This will unlock $6 billion for Ukraine.
On April 11, 2023, the Parliament voted in the first reading to reboot the customs service. Bill No. 6490-d proposed a procedure for competitive selection of the head, as was the case with NABU and SAP. The selection committee should consist of nine people, who will be determined by the government. Five of them are international experts.
