The Prosecutor General’s Office has sent an indictment to court against five State Emergency Service officials in the case of the January 18, 2023, plane crash in Brovary, in which the leadership of the Ministry of Internal Affairs died.
The investigation established that the accused violated the safety rules of the helicopter flight, on board of which were the leadership of the Ministry of Internal Affairs of Ukraine. The aircraft did not have permits to perform other types of flights.
Due to difficult weather conditions, the helicopter was flying at an extremely low altitude. The crew commander saw an obstacle and, while maneuvering, lost his bearings and crashed into the ground.
When the helicopter fell, it damaged a kindergarten, neighboring buildings and parked cars, the report says.
As a result of the plane crash, a total of 14 people died and 31 received injuries of varying severity. In addition to the Interior Ministry officials, four women and a small child who had come to the kindergarten died. Among the injured were 13 children.
Four officials of the Aviation and Air Search Department of the State Emergency Service and the special aviation detachment of the operational rescue service of the State Emergency Service have been charged with violating air transport flight safety rules, resulting in the death of people (Part 3 of Article 276 of the Criminal Code of Ukraine).
The head of the flight safety service of the same detachment was charged with official negligence resulting in grave consequences (Part 2 of Article 367 of the Criminal Code of Ukraine).
On January 18, 2023, 14 people died in Brovary: the then head of the Ministry of Internal Affairs Denis Monastyrsky, his first deputy Yevgeny Yenin, one child and others.
