Russian authorities are demanding that telecom operators reduce the speed of the popular video hosting site YouTube to 128 kilobits per second. This speed will be sufficient for listening to audio, and video can be played without delays in a resolution no higher than 240p (i.e. approximately 320×240 pixels).
This was reported today, August 6, by the publication Meduza, citing an informed source in the telecommunications sector.
The publication’s source does not yet know whether the Russian authorities plan to block YouTube in the country at all:
Or they will reduce it even more – well, if they want YouTube to just open and cause pain, this is the ideal schedule. You can again say: “We didn’t block it, it somehow continues to work.”
Also, indirect confirmation of such actions by the Russian authorities has already appeared on social networks, where a screenshot of a message from the Moscow region Internet provider “ONS24” is being distributed, warning subscribers about the slowdown of the video hosting service and the possible closure of all Google services in Russia.
