The former head of the Rivne regional TCC, Serhiy Lutsyuk, accused of beating a soldier and illegal enrichment, was recently released from the pretrial detention center on bail of 450 thousand hryvnias… but he was detained again on a new charge.

Lutsyuk has already been given a fourth suspicion – of obstructing the lawful activities of the Armed Forces of Ukraine (Article 114-1 of the Criminal Code of Ukraine).
In particular, this concerns the deliberate assistance to citizens in evading mobilization and military service under martial law.
Investigators will request that the ex-military commissar be placed in custody without the alternative of posting bail.
In July 2023, Serhiy Lutsyuk was notified of suspicion in the case of beating a soldier. He was suspected of using violence against a subordinate and robbery (parts 2, 3 of Article 27, part 2 of Article 28, part 5 of Article 426-1, part 4 of Article 186 of the Criminal Code of Ukraine). He was suspended from his official duties and held in custody without the possibility of posting bail.
In October 2023, the DBR employees informed him of another suspicion. During the investigation into the beating of a soldier, the DBR established that the head of the Rivne military registration and enlistment office owns real estate and land worth more than UAH 46.6 million. The investigation into possible other episodes of his illegal activity continued.
Recently, after the defense appealed the decision, the Court of Appeal changed the measure of restraint for the former head of the Rivne Regional TCC. He was released from the pretrial detention center on bail of about half a million hryvnia.
