A photo has appeared online, probably with the body of a Ukrainian prisoner, whose head and tail were cut off by Russian soldiers. This was reported on August 3 by the Verkhovna Rada Commissioner Dmitry Lubinets on Telegram.
The Ombudsman noted that he had already contacted the International Committee of the Red Cross, the UN and law enforcement agencies. He asked them to record human rights violations and verify the identity of the murdered person and the fact of the crime.
This is not just a violation of the Geneva Convention on the Treatment of Prisoners of War, this is the behavior of monsters! I would like to point out that according to the norms of international humanitarian law, no prisoner of war can be subjected to physical injury, violence or murder, he noted.
Lubinets recalled that prisoners of war are in the hands of a hostile state, and it is the latter that is responsible for their treatment. That is, responsibility for murder and injury lies not only with Russian soldiers, but also with the Russian Federation.
