US President Joe Biden said in his message that thanks to the agreement, 16 people were released from Russia, including five German citizens and seven Russians.
Wall Street Journal reporter Evan Gershkovich, US Marine Paul Whelan, journalist Alsa Kurmasheva and dissident Kara-Murza, who has British-Russian citizenship and a green card, will return to the United States.
He added that during his tenure, more than 70 Americans have been returned, many of whom were apprehended before Biden took office.
