Heller Tools sold products—tools—to companies linked to the Russian spy group Sernia.
Companies linked to Russian spy group Sernia continued to buy equipment from German tool manufacturer Heller Tools. The company sold drills and other tools totaling $1.2 million. This was stated by the Financial Times in connection with information from the US Department of Justice.
The Sernia network was created under the auspices of the Russian intelligence services to evade sanctions and buy equipment for the Russian defense industry.
Heller Tools declared sales of $860,000 from the beginning of the great war until June 2023 to a Moscow company called Trading House Treydtuls, which is associated with the Sernia network.
Heller’s exports to Treydtuls stopped in June 2023, but in September Heller began selling goods to another Russian Tireks. The company, which bought another $300,000 worth of goods from Heller, was founded in June by former Treydtuls shareholder and employee Artem Klimenko.
Construction equipment sold by Heller, saws and drills for steel processing or masonry are excluded from EU export controls until December 2023. Later, however, they were included in the lists because they could “contribute, in particular, to strengthening the potential of Russian industry.”
Serniya Engineering and Robin Trade are subject to EU sanctions in 2022. Sernia’s network clients include the Ministry of Defense, state defense conglomerate Rostec and state nuclear energy giant Rosatom. Treydtuls and Tireks are not included in the list.
In 2022, the US Department of Justice charged five individuals associated with the Sernia company with conspiring to obtain military and dual-use technologies for Russian defense companies.
As you know, the 14th package of sanctions has been prepared since April. It was noted that new EU sanctions against the Russian Federation were approved, but then Germany vetoed them.
