The purpose of the strategy is to ensure readiness, comprehensive and effective prevention and response to threats to Ukraine’s maritime security.
The Office of the President announced the contents of Ukraine’s new Maritime Security Strategy, the document signed by Vladimir Zelensky on Wednesday, July 17.
The document states that Ukraine is a maritime state and resists large-scale armed aggression from the Russian Federation. For Ukraine, it is important to restore control over the temporarily occupied territories, the sea coast, its own maritime spaces, as well as restore and ensure the security of sea routes.
Ukraine’s maritime security strategy is based on four principles:

defense and security – development of maritime defense capabilities to deter and repel aggression, reduce external threats;

sustainability – the ability of marine and river potential to adapt to changes in the security environment, maintaining a sustainable function;
-
development – development and strengthening of maritime potential to ensure national interest and ensure maritime security;
-
engagement – strengthening of interdepartmental relations and strategic relations with other states to develop cooperation and national security of Ukraine.
Maritime security priorities of Ukraine:

protection of the rights and interests of citizens;
-
repelling Russian aggression in maritime directions and expelling the aggressor from the territory of Ukraine;
-
restoration of sovereignty and territorial integrity of Ukraine;
-
ensuring sustainable peace;
-
transformation of Ukraine into a strong maritime state, development of naval potential;
-
ensuring navigation in accordance with international standards;
-
membership in the EU, NATO and the development of international security formats;
-
transformation of the Black and Azov Seas into peaceful seas, open to trade and navigation.
Maritime security goals of Ukraine:

increasing the capabilities of the Navy and the State Naval Guard to effectively counter aggression and respond to threats;
-
de-occupation of temporarily occupied coastal and maritime zones;
-
ensuring sovereignty over Ukraine’s maritime spaces;
-
sustainable development of marine and river industry, trade, tourism, education and science;
-
obtaining compensation and restoring damaged infrastructure;
-
restoration of international peace and security in the Azov, Black, Mediterranean and Baltic seas;
-
overcoming the consequences of the conflict, preventing the pollution of seas and rivers, improving their environmental condition.
We remind you that on Wednesday Zelensky signed a decree implementing the decision of the National Security and Defense Council on the Maritime Security Strategy.
