However, it will be more difficult to implement this than for conscripts living in Ukraine. There is currently no clear tool on how to do this. Deputy Minister of Defense of Ukraine Kateryna Chernogorenko stated this in an interview with the YouTube channel “Questions”.

Chernogorenko emphasized that Ukrainians abroad maintain ties with the state, and therefore must fulfill their constitutional obligations, because “that is how justice works.”
Let us recall that on May 18, 2024, a new law on mobilization came into force in Ukraine. This document stipulates that all Ukrainians liable for military service must update their military registration data by July 16. Violation of this law is punishable by a fine of UAH 17,000 to UAH 25,000.
