The Verkhovna Rada Committee on Economic Development recommends that during its consideration in the second repeat reading, the bill No. 4201 “On the calculation of time in Ukraine” be adopted as a whole, which provides for the refusal to change clocks to daylight saving time.

The press service of the Verkhovna Rada Office reported this today, July 12.
This bill is aimed at protecting public health because:
- According to scientists and doctors, the specified procedure for calculating time, in terms of annually moving the clock hands forward and back one hour, has a number of negative consequences and causes a significant deterioration in the health of citizens during the period of adaptation to “summer” and “winter” time;
- such a “seasonal time jump” leads to a change in a person’s biological rhythms, which negatively affects the general condition of a person – both physiological and psychological;
- after the clocks are changed, citizens’ health deteriorates, their productivity decreases, and a significant exacerbation of chronic diseases is observed;
- Scientific research links time changes to cardiovascular or immune system diseases because they interrupt biological cycles;
- It has been proven that changing the clock does not help save energy.
In addition, the said bill is intended to ensure the protection of territorial integrity and strengthening of national security of Ukraine by establishing and securing a single Kyiv time throughout the entire territory of Ukraine without exception, the report says.
