UEFA has acknowledged referee Anthony Taylor’s decision not to award a penalty to Spain as correct.

The German national team was knocked out of the European Championship after a 2-1 defeat to the Spanish team. However, referee Anthony Taylor did not award a penalty to the Spanish team in extra time, despite the ball hitting defender Marc Cucurella in the arm, BILD reports.

The European Football Association (UEFA) found Taylor’s decision correct because “Cucurellha’s arm was not in an unnatural position when he kicked the ball.” So the referee’s actions were in line with the refereeing guidelines issued before the European Championship.

At a meeting on June 12, UEFA referee Roberto Rosetti gave a number of examples of the ball hitting a hand in the penalty area. In the example that most closely resembles the Cucurella case, there should not have been a penalty, Rosetti said.

At the same time, former German referee Manuel Graefe said after the match that Taylor’s decision remained unclear to him.

Kukureli managed to pull one arm towards his body, but not the other. For me as a referee, this was an indicator to award a penalty, he said.
