The Chairperson of the Committee on Social Policy Galina Tretyakova proposes to significantly increase the salaries of assistants-consultants of people’s deputies from 88.4 to 132.6 thousand UAH.

This is provided for by bill No. 11384, introduced to parliament yesterday, June 27.
The explanatory note of the bill notes that the total monthly fund for remuneration of assistants-consultants of the People’s Deputy of Ukraine working under a fixed-term employment contract is now set at 29.2 subsistence minimums established for able-bodied persons on January 1 of the calendar year.
That is, a people’s deputy can use 88.4 thousand UAH per month to pay for the salaries of all assistants – in total, according to the law “On the status of a people’s deputy of Ukraine”, a people’s deputy can have up to 31 assistant-consultants.
This leads to a loss of stability of the system for supporting the legislative process and complicates the maintenance of professional staff by people’s deputies of Ukraine, the explanatory note notes.
The bill proposes to establish, from July 1, 2024, a monthly fund for the payment of salaries of assistants-consultants of the People’s Deputy of Ukraine in the amount of 43.8 subsistence minimums – up to 132.6 thousand UAH.
It is claimed that this initiative will not change the overall funding of the Verkhovna Rada in 2024 and will not require an increase in budget allocations, since:
- when forming the draft budget for 2024, the calculation of the wage fund for people’s deputies of Ukraine and their assistants-consultants was carried out based on the number of 423 people’s deputies, while the actual number of people’s deputies of Ukraine is only 401;
- Since the introduction of martial law, MPs have not been granted annual paid leave, although they can take leave without pay. The use of unpaid leave also leads to wage savings.
Thus, the increase in the wage fund is provided for by saving expenses on wages with accruals of people’s deputies of Ukraine and their assistant consultants and savings through expenses provided for reimbursement of expenses associated with the execution of deputy powers, and reducing the cost of wages with accruals provided for remuneration of employees of the Office of the Verkhovna Rada of Ukraine, as indicated in the explanatory note.
