The draft agreement between Ukraine and the European Union contains defense support obligations, as well as the restoration of Ukraine and the creation of a special tribunal for the Russian Federation. This was reported on Monday, June 24, by Radio Liberty, which reviewed the draft agreement.
The publication, citing an unnamed European diplomat, stated that the text of the agreement must be approved at a meeting of the Council of the European Union on June 25 in Luxembourg. The document could be signed on June 27 in Brussels at the summit of EU leaders.
According to the publication, the project contains references to previously adopted financial and military support programs for Ukraine, including 50 billion euros included in the EU budget for 2024-2027 as part of the Facility program of Ukraine; funds to return EU countries for weapons given to Ukraine from the European Peace Fund; five billion for weapons from the Ukraine Assistance Fund and income from Russia’s frozen assets.
Two main sections of the document relate directly to security guarantees.
The first deals with defense issues: stable and long-term provision of military equipment, military training and defense reform, cooperation in the field of defense production, cybersecurity, intelligence sharing, etc.
The second chapter contains broader questions: about “the future of Ukraine and its citizens in the European Union,” demining and reconstruction of Ukraine, continued support for Ukrainian refugees, sustainability and strengthening of sanctions against Russia, creating a special tribunal for Russia’s political elite. , etc.
A separate chapter of the agreement outlines an action plan in the event of a recurrence of aggression. In particular, urgent consultations must be carried out within 24 hours.
Earlier, the EU reported that next week the EU will allocate the first part of 2.5 billion euros from the income from the frozen assets of the Russian Federation to support Ukraine.
