At this stage, the ban is only valid based on a presidential decree; there is still no corresponding law in Ukraine.
The Verkhovna Rada has submitted a Draft Law on Amendments to the Law of Ukraine “On preparation and mobilization of mobilization” and the Law of Ukraine “On the procedure for departure to Ukraine and entry into Ukraine for citizens of Ukraine. ” The changes aim to legitimize the travel ban for men aged 18 to 60 during martial law. At this stage, the ban is only valid based on a presidential decree.
The exceptions to the prohibition, according to the bill, remain the same, that is, they can freely travel abroad during martial law (in the specified age category):
▪️ fathers of many children;
▪️ single fathers;
▪️ men recognized as disabled;
▪️students/postgraduate/doctoral students.
The initiators of the bill were Mikhail Laba, Alexey Kuznetsov, Anatoly Ostapenko.
Recall that the Cabinet of Ministers changed the rules for crossing the state border, allowing certain categories of men responsible for military service to leave.
Earlier it was reported that the petition to President Zelensky to lift the ban for men of military age to travel outside Ukraine garnered the required 25,000 votes. It was published on May 18 and received the required number of signatures within three days.
