A new bill has been registered in the Verkhovna Rada, which, in particular, provides for the so-called economic reservation from mobilization.
Along with the new mobilization law, which is already in force, the Ukrainian authorities have promised to streamline the process of booking those liable for military service from this very mobilization. But for now, the booking remains at the discussion level. The new round was opened by the representatives of the people by registering the corresponding bill in the parliament.
The employer will pay
The initiators of bill No. 11331 on industrial policy and predictability of the real sector of the economy is a group of deputies headed by the head of the Verkhovna Rada Committee on Economic Development Dmitry Natalukha. The reservation concept described here should work as follows: every business that pays a higher military fee of 20,000 UAH per month per employee has the opportunity to reserve it. The payment of the increased fee is not made by the employee, but by the business itself. He himself decides who is most critical for him and confirms it with appropriate taxes.
Such reservations apply to every business, which eliminates the problem, for example, of the impossibility of reservations for representative offices of international companies or private entrepreneurs. The latter can be booked if they confirm the actual activity of the previous year.
The percentage limit of reservations and the procedure will be determined by the Cabinet of Ministers.
Alternative projects
In addition, according to Natalukha, people’s representatives will soon submit two alternative bills, which will include a model with a reservation at the salary level of more than 35 thousand hryvnias, a mixed model – 35 thousand UAH salary for an employee, 20 thousand UAH military tax for private entrepreneurs.
According to the head of the Verkhovna Rada Committee on National Security and Defense, Alexander Zavitnevich, there will definitely be economic armor in some form.
“The society here is divided so that we are not divided between the poor and the rich, sorry but we will still find a balance, because, I repeat, there is no front without back, and there will be. no back no front Without our economy, no taxes no way to finance the front,” he said in an interview with the BBC.
Main problem for business
The main challenges for companies doing business in 2024 are the reservation of military personnel (80%) and the safety and security of employees (75%), according to the results of the survey Assessing the State of Military Business Ukraine by the American Chamber of Commerce in Ukraine and Citi Ukraine, which they presented at the Ukraine Recovery Conference (URC2024).
Also among the main challenges are the health and mental state of employees (50%), power outages (50%), Russian missile attacks on critical infrastructure and business assets (45%) .
At the same time, 81% of the member companies of the American Chamber of Commerce in Ukraine said that the mobilization affects the performance of their companies.
According to the survey results, the top 3 steps the Ukrainian government should take to significantly help business in 2024: ensure a clear and transparent booking procedure (80%), implement real and effective judicial reform (70%), ensure the predictability and stability of the tax law (62%).
“Our latest survey showed that the reservation of military personnel is now the main challenge for business in Ukraine. It has a significant impact on business results. We will continue to work with the Government to find the right balance – the army gets what it needs, the economy and business continue to work, and taxes are paid,” said Andrey Gunder, president of the American Chamber of Commerce in Ukraine.
