Beijing’s special envoy for Eurasian affairs, Li Hui, visited Turkey, Egypt, Saudi Arabia and the United Arab Emirates last month and met with officials from developing countries at their embassies in Beijing.

The PRC proposal provides for an international peace conference “to be held at a fixed time, to be recognized by both Russia and Ukraine, with equal participation of all parties, as well as an honest discussion of all peace plans.”

Chinese Foreign Minister Wang Yi said 45 countries supported China’s proposal and more than two dozen joined it or were “seriously considering it.”
