According to the US diplomatic mission in Ukraine, as of June 1, the Ukrainian government abolished the “residence abroad” exceptions that previously allowed some Ukrainians to leave the country.

The US Embassy in Ukraine issued a release warning its citizens that Ukraine was ending an exemption that previously allowed some Ukrainians between the ages of 18 and 60 to leave the country. Following this shift, U.S.-Ukrainian dual citizens, including those living in the United States, may no longer be able to leave Ukraine.
The embassy emphasized that Ukrainian legislation does not yet recognize dual citizenship. Thus, while in Ukraine, U.S.-Ukrainian dual citizens are treated solely as Ukrainian citizens and are subject to the rights and responsibilities of Ukrainian citizens, and under the military status in Ukraine, men between the ages of 18 and 60 are prohibited from leaving the country.
Previously, people with dual US-Ukrainian citizenship could enter and then leave Ukraine if they deregistered their place of residence in Ukraine and registered their place of residence in the United States.
There have been no similar statements from the Ukrainian authorities about prohibiting the travel of men liable for military service with dual citizenship.
