The European Parliament launched the first phase of the Article 7 procedure against Hungary in 2018, but the process stalled.
Belgium, which currently holds the EU Council presidency, is calling on EU member governments to consider moving forward with the process of stripping Hungary, which is set to hold the presidency next month, from voting rights. Belgian Foreign Minister Aji Labib told Politico.
“What we have is that it is becoming more difficult for Europe to move forward because, unfortunately, some states – and one in particular – are increasingly taking a position of blocking and vetoing,” he said.
Adji Labib believes that one must have the courage to make decisions: go all the way in applying Article 7, take the consideration under Article 7 to the end and finally come to the end of the veto .

Hungary is set to take over the presidency of the EU Council in July, giving Budapest more power to set the agenda and priorities for six months, though Hungarian Prime Minister Viktor Orban continues to block the EU decisions on key issues.
