The Odessa Regional Territorial Center for Recruitment and Social Support commented on the video of the incident that occurred on May 30, during which employees of the Kyiv RTCC and SP of the city of Odessa detained a guy with heart defects and mental retardation and took him to a collection point.

As the authors of the video note, he passed the military medical commission in just half an hour and was declared fit for military service in the Armed Forces of Ukraine.
The Regional TsK stated that in this particular case, the actions of the military personnel were within the legal framework, and the procedure for conducting a medical examination itself met the established requirements.
In particular, citizens diagnosed with mild mental retardation, according to the TCC, can indeed be considered fit for military service in rear support units. This is confirmed by current regulations, in particular, the relevant order of the Ministry of Defense.
In this case, it is important to take into account that no medical documents confirming the guy’s diagnosis were provided neither to representatives of the Kyiv RTCC and SP of the city of Odessa, nor to members of the military medical commission,” noted the regional TCC.
The military noted that the guy passed a military medical commission in accordance with the established procedure and was determined fit for service. All procedures were carried out in accordance with the legislation regulating the procedure for undergoing medical examinations during mobilization.
A video is being distributed online, according to the author, servicemen of the Kyiv RTTC and Odessa SP, a man with allegedly heart defects and mental retardation was detained. He was taken to a collection point, where he passed a military medical commission, which declared him fit for military service.
