German Chancellor Olaf Scholz said that Ukraine can use weapons provided by Germany “within the framework of international law.” Its speaker says that “Ukraine’s defensive actions are not limited to its own territory, but can be extended to the territory of the aggressor.” The German side will not disclose the agreement with Kiev, writes Politico.
US Secretary of State Antony Blinken said that the United States did not authorize or encourage attacks using its weapons on targets in Russia, but Kyiv itself must make the decision to effectively defend itself.
The Washington Post writes, citing sources, that there are no restrictions for Ukraine on the use of American air defense systems to shoot down Russian missiles or fighter jets over Russian territory “if they pose a threat to Ukraine.”
On Tuesday, Chancellor Olaf Scholz said Ukraine could use weapons provided by Germany “within the framework of international law,” which would allow them to be used against an aggressor such as Russia, including on its territory.
Scholz was not as specific in his answers as representatives of some other countries, but the day before the chancellor’s press secretary, Steffen Gebestreit, added that “Ukraine’s defensive actions are not limited to its own territory and can extend to the territory of the aggressor,” which the publication’s observers regard as an important step to lift Berlin’s preliminary injunctions. At the same time, he added that he could not disclose the exact agreements with Kiev on the use of German weapons, since they are confidential.
Gebestreit also said Scholz’s statement a year ago, in which he said there was a “consensus that Ukraine will not use German weapons on Russian territory,” was a “statement of fact” at the time but did not necessarily address the future.
A source familiar with the German government’s position also said Scholz favors allowing Western weapons to be used against targets inside Russia, without elaborating.
At the same time, it remains unknown exactly which targets will be able to hit the Ukrainian Armed Forces with German weapons if Berlin ultimately agrees to new conditions.
