The Cabinet of Ministers of Ukraine has excluded cannabis from the list of hard drugs. Corresponding changes have been made to the list of narcotic drugs, psychotropic substances and precursors, approved by Resolution of the Cabinet of Ministers of Ukraine No. 770 of May 6, 2000

Government representative in the Verkhovna Rada Taras Melnichuk announced this in his Telegram channel.
It is noted that the changes were made to comply with the requirements of the law “On amendments to certain laws of Ukraine regarding state regulation of the circulation of plants of the genus hemp (Cannabis) for use for educational purposes, educational, scientific and scientific-technical activities, production of narcotic drugs, psychotropic substances and medicinal funds to increase patient access to needed treatment.”
These changes:
- cannabis, cannabis resin, extracts and tinctures of cannabis were excluded from the list of especially dangerous drugs, the circulation of which is prohibited;
- Tetrahydrocannabinol has been removed from the list of dangerous psychotropic substances whose circulation is prohibited.
- and they are included in the list of plants containing narcotic drugs and psychotropic substances, the circulation of which is allowed for use for educational purposes, educational, scientific and scientific-technical activities, in the production of narcotic drugs, psychotropic substances and medicines for further use in medical practice.
These changes are intended to take effect from 16.08.2024. Installed that from 02/16/2027 The maximum permissible concentration of tetrahydrocannabinol in dried hemp straw for industrial purposes does not exceed 0.3 percent, Melnichuk noted.
