This is stated in the corresponding decree of the Russian government, which appeared on the portal of Russian legal acts, the Moscow Times reports.
It is noted that the Russian Ministry of Defense has prepared a document according to which Russia intends to declare part of the water area in the east of the Gulf of Finland, as well as near the cities of Baltiysk and Zelenogradsk in the Kaliningrad region, as its internal sea waters.
- for this purpose, the geographic coordinates of the points that determine the position of the baselines from which the width of the territorial sea of Russia, as well as the adjacent zone off the coast and islands, are measured;
- on the border with Finland, the Russian government intends to adjust the coordinates in the area of the islands of Jähi, Sommers, Holland, Rodsher, Maly Tyuters, Vigrund, as well as near the northern entrance cape of the Narva River;
- on the border with Lithuania, Russia wants to revise the border in the area of the Curonian Spit in the Gulf of Gdansk, the areas of Cape Taran, the cape south of Cape Taran, as well as the Baltic Spit.
The Russian authorities explain their intentions by the fact that the current geographical coordinates established by a resolution of the USSR Council of Ministers in 1985 supposedly “do not fully correspond to the modern geographical situation”:
- it is stated that the points were recorded “using small-scale marine navigation charts,” which, for their part, are based on the work of the mid-20th century, and this “does not allow us to determine the external limit of the internal sea waters” of the Russian Federation;
- According to the plans of the Russian authorities, as a result of the changes, “a previously absent system of direct output lines will be installed on the southern part of the Russian islands in the eastern part of the Gulf of Finland, as well as in the area of Baltiysk and Zelenogradsk, which allows the corresponding water area to be used as internal sea waters Russian Federation ; the passage of the State border of the Russian Federation at sea will change due to a change in the position of the external border of the territorial sea”;
- The 40-year-old resolution of the USSR Council of Ministers regulating the borders in the Baltic Sea is proposed by the Russian Ministry of Defense to be partially “recognized as invalid.”
It is noted that this document, which has not yet been officially commented on by the Foreign Ministries of Finland and Lithuania, was presented for public discussion almost simultaneously with the start of Russian exercises on the use of tactical nuclear weapons.
