The HACC appeal left the preventive measure for ex-Minister of Agrarian Policy Nikolai Solsky unchanged.

Slidstvo.info reports that the panel of judges of the Supreme Court of Appeals Chamber has left unsatisfied the appeals of the prosecutor and defense attorneys against the ruling of the investigating judge of the Supreme Court on the application of a preventive measure in the form of detention to the ex-Minister of Agrarian Policy Nikolai Solsky with an alternative to bail in the amount of 75.7 million UAH
This decision was made by judges Igor Panaid, Viktor Pankulich and Sergei Bodnar.
The defense in its complaint asked to cancel the investigator’s determination of the judge and completely refuse to apply the preventive measure.
The prosecutor asked to increase the bail to 200 million UAH. The prosecution justified this amount of bail by the fact that Solsky’s official income from 2017 to 2023 amounted to more than UAH 211 million, he supposedly has significant savings, receives dividends and has a significant amount of assets.
The prosecutor also reported that the 75 million UAH determined by the investigator and judge was not sufficient, because it was deposited into the court’s account even before the convoy arrived for Solsky to take him to the pre-trial detention center. Let us add that these funds were contributed by a third party, and not by the ex-minister himself.
Previously, in addition to Solsky, HACS also chose preventive measures for other defendants in the case, in particular:

Deputy Minister Markiyan Dmitrasevich – security with a deposit of more than 20 million UAH;

agrarian Mikhail Bugrimenko – a guard with a bail of 30 million UAH;

Igor Koshevoy – guard with a bail of 5 million UAH;

Oleg Darienko – bail of 7.5 million UAH;
-
Mikhail Stadnik – bail of 5 million UAH.
Let us remind you that Solsky and his accomplices are suspected of likely taking over land in the Sumy region worth UAH 291 million and attempting to take over land worth another 190 million UAH.
Case history
According to the investigation, in 2017, Solsky and a number of other persons had an intention to take over the lands of the state-owned enterprises Iskra and Nadezhda. The lands were planned to be distributed between the ATO participants and residents of the village of Perehrestovka, Sumy region, and then leased to the agricultural firm “Doverie 2008,” which is part of the Avis agricultural holding and controlled by one of the defendants in the case.
Detectives consider three people to be the organizers of this scheme: Minister Nikolai Solsky, head of the State GeoCadastre Alexander Kolotilin and businessman Mikhail Bugrimenko. The prosecutor’s office believes that the land scheme itself was implemented in several stages.
The first stage consisted of concealing documents on the basis of which Iskra and Nadezhda acquired the right to permanent use of land plots. We were talking about state acts on land issued in the 50s of the last century.
At the second stage, participants must prevent unauthorized persons from obtaining certain land plots. In particular, officials of the State GeoCadastre made sure that the land plots that were in use by Iskra and Nadezhda were first put up for auction, so that the land would not be considered vacant and no one could apply to receive the land. And then they removed it from the auction.
The third stage was to transfer ownership of the land to previously identified citizens. At the same time, the future owners received the land with the condition of signing in advance a lease agreement for such a plot in the interests of the agricultural company “Doverie 2008”.
In addition, even before receiving the land, future owners were provided with a predetermined package of documents: petition, power of attorney, lease agreements, etc. There were even cases when lease agreements were registered earlier than land ownership itself. And if the new owners decided to sell the land, then such a sale had to be carried out in favor of one of the participants in the scheme or his close relatives.
It was Solsky who allegedly attracted Dmitrasevich to this scheme. The prosecutor drew attention to the fact that in conversations Dmitrasevich introduces himself as “Markiyan from Nikolai Solsky.” Moreover, the events began long before Solsky and Dmitrasevich joined the leadership of the Ministry of Agrarian Policy.
On Dmitrasevich’s laptop, detectives found a backup copy of information from his phone. Some files were created or submitted in 2020. At that time, Solsky headed the relevant parliamentary committee.
