The European Commission has prepared a draft decision unifying sanctions against Belarus with those already imposed against Russian companies for the military invasion of Ukraine.
As noted in the draft decision, the ban is further expanded to cover the supply of dual-use goods and technologies to Belarus with the mandatory inclusion in contracts with third countries of conditions on the impossibility of re-exporting goods to Belarus.
In particular, we are talking about dual-use products and technologies that can be used to build up the industrial potential of Belarus in the fields of defense, security, aviation and space.
The European Commission proposes to ban the supply of navigational goods and luxury goods to Belarus, as well as the direct or indirect import, purchase or transfer of diamonds from Belarus, including in transit, non-industrial natural and synthetic diamonds, and diamond jewelry.
The draft decision would ban the import of mineral products, including crude oil, and introduce a new ban on the export of goods and technology for use in oil refining and liquefied natural gas production.
At the same time, in order to avoid negative consequences for food security in the world, the European Commission proposes, if there is an urgent need for third countries, to allow EU operators to participate in the supply of agricultural and food products, including wheat and potash fertilizers from Belarus to third countries.
This exception will be made in certain cases and volumes. At the same time, the European Commission undertakes to publish information on the volumes for which exceptions will be available.
At the same time, it is proposed to prohibit the provision of several other types of services, including consulting, auditing, architectural, technical, as well as IT services and those related to accounting and tax accounting.
In addition, the European Commission is considering an initiative to ban the entry into the European Union of trailers and semi-trailers registered in Belarus, and to expand the ban for the financial sector of Belarus – in particular, to accept deposits from Belarus.
